Building Financial Stability

Opportunity Passport® is an innovative matched savings and financial education program for young people aged 14–24 who have experienced at least one day in foster care after their 14th birthday.

Through the program, participants receive financial literacy training and open a personal savings account. When they save money toward approved goals — such as housing, education, transportation, or medical needs — we match their savings dollar for dollar. This powerful combination of education and support helps youth grow their assets faster and successfully transition to adulthood.

How It Works

  1. Financial Education
    Youth complete a series of workshops that cover budgeting, banking, credit building, and money management.

  2. Matched Savings
    Youth deposit their own savings into a personal account. A Place 4 Me matches their savings (up to a set limit) when they purchase approved assets.

  3. Goal Achievement
    With coaching and support, youth use their savings and matched funds to make big steps forward — like buying a car, paying tuition, securing housing, or covering healthcare costs.
